Foreigners get the same property ownership rights as the locals. That means you can own land or a home, and have the full rights to use, control, or transfer the property at will. Prices vary depending on the location, but property taxes are considerably lower than those of other countries.

While no country is totally crime-free, Costa Rica is a relatively safe and stable place, so much that it abolished its army in 1949. The funds were then diverted to improve education and health care.
With a literacy rate of 96%, Costa Rica is among the highest in the world.

Costa Rica’s economy is very progressive, as the nation strives to continually industrialize and diversify it. They ranked 49th in Heritage’s 2013 Economic Freedom Index. With a score of 67, the country placed higher than the world average of 59.6.
